At the moment my temptation is to specify times in milliseconds. that
still allows times of up to ~ 1 month, and opens the possibility
of requesting a short refresh time (at least, doesn't impose
an artificial constraint on the refresh time). The draft should
probably include warnings on requesting very short times (but they
would apply even if the unit was seconds.)
