A sentence has been added to 5.7.1 where the stack-proposal object is described which makes this clear, in version -09.

A stack proposal carries a list of profiles, and each profile carries a list of protocols. It should be clarified that the sequence within a profile represents an ordered stack (rather than just a bag of protocols to be layered over each other in some random order). The ordering will be top to bottom.
