The text in 5.5.1 could be clearer on the fact that the Protocol-Identifier is
*not* the IP protocol number, but a number from a GIMPS registry. (It can't be
the IP protocol number, because some of the protocols are not directly above IP
- like TLS. And even if it was, we could still need different numbers for e.g.
forwards vs. reverse TCP.)
Also, the term Protocol Identifier is not consistent; Protocol Indicator is also
used. (Maybe we should use an obviously GIMPS name, like MA-Protocol-ID.)
