The current text states the normative requirements on GIST when a particular MRM
is being used; however, it does not state what MRMs have to be implemented in
the first place. Strictly, GIST does not need to support any specific MRMs -
this is just a function of the NSLPs that are operating on the same node.

Some discussion on the mailing list indicates that a sensible level of
requirement is SHOULD for the two MRMs currently defined.
