Currently the specification refers normatively to TLS1.0 (as the MUST to support). However, this is obsoleted by TLS1.1 (which is RECOMMENDED). Although we therefore depend on 1.0, it seems easier to do this normatively via the reference to 1.1 and make the 1.0 reference informational.
