Made minor textual tweaks to clarify that the required information goes in the specfication document that is required to support the allocation (when the allocation is in the codepoint space for which a specification is required).

The current section 9 states what information is required for new registrations, but doesn't say where that information should be stored. (It is possible to read the text as saying that it needs to be stored in the registry itself, which is not the intention.)
